The world still condones slavery of children in the Congo for coltan and nearby areas such as Malawi.   In Malawi, 78,000 children, some as young as five, work 12-hour days  and 12 year old work 100 hour weeks in China.

President Johnson declared a war against poverty scared many with his creation of the Head Start program.  He had the help of Sargent Schriver tried to make the playing field the same as the high rollers children who sent their children to elite above the streets pre-schools.  They thought through education, nutrition, health and cognitive programs that they will open the door for the poor.  The Head Start Program began in 1964 and still presents a grand stand for the poor.

Baby sitting is regulated in certain grades that are situated.  Some individuals don’t need to be licensed such as taking care of family children.  If they are non-family you are working directly for a family in their homes you will not get a bust by the local authorities who will not fuss because there is no need for a license. 

However if you present a location for non-family children up to certain ages you must be licensed and regulated. Day Care is a dream to many because it is a scream for help to take care of your children so you can work.  If there is no day care or baby sitters then the children become latchkey child  which is bored, unmotivated and unsupervised and how can they compete with the elite childten.
